Welwyn Garden City’s development was, though, by no means always smooth sailing. Founded in the midst of the post-First World War financial collapse, its founders and early residents had to overcome economic hardships and grapple with unpaved roads that became so muddy that locals coined the phrase, the ‘gum-boot era’.
